Rada in the first reading adopted the draft law on service of foreigners in the army
The Verkhovna Rada at a meeting on Tuesday adopted in the first reading the draft law that allows foreigners to serve in the armed forces of Ukraine.
This decision was supported by 257 parliamentarians with the necessary minimum of 226 votes. The document must undergo a second reading.
in the explanatory paper to the document it is noted that after the establishment on a voluntary basis of special forces of the Ministry of internal Affairs of Ukraine and battalions to the East of the country on their own started to come citizens of foreign countries with military experience, some of which, despite the lack of legal grounds, participated and engaged in combat. Along with this, the current law of Ukraine does not provide for military service foreigners.
the document notes that International practice recognizes the right of foreigners to the service under the contract in a legal military formations outside the country.
"There is every reason to hope that upon receipt of foreigners and persons without citizenship legal opportunities to serve in the armed forces of our country will get several good experienced and motivated offices total number up to a thousand people ", - is written in the explanatory paper for the law.
in opinion of authors of legislative proposals, at the expense of foreigners, which will join the ranks of the military power, will decrease the need to mobilize the Residents of Ukraine and spending on different forms of payments present hostilities, the disabled, families of the victims.
