Nikita Belykh has taken office as the governor of the Kirov Region.
At the inauguration ceremony at the Kirov Region?s Drama Theater he was sworn in and presented with the Charter of the Kirov Region, the emblem and Flag of the region and the governor?s badge.
Present at the ceremony were the presidential representative in the Volga Federal District Grigory Rapota, heads of regions and republics affiliated with the Volga Federal District, public figures, science and culture workers and industrial managers.
Russian President Dmitry Medvedev congratulated Belykh upon the occasion, says the Kremlin web site.
"I expect that at this key position you will display your remarkable business and personal qualities and do everything necessary for the sake of strengthening the economic potential of the region and implementing important social programs," the head of state said.
The new governor is 33. He was born in Perm, where he graduated from the secondary school with a gold medal (an equivalent of A levels in all subjects) and from the economics department of the Perm State University and the university?s post-graduate course. Took a course of advanced training at Oxford.
Belykh embarked on a political career in 2001, when he was elected a member of the legislative assembly of the Perm Region.
In March 2004 Belykh was appointed deputy governor of the Perm Region in charge of regional economic affairs, the consumer market, small businesses, mortgage and foreign economic ties. Starting form the same year Belykh was a member of the federal political council of the right-of-center political party Right Forces Union (SPS). From May 2005 he chaired the SPS federal council.
In September 2008 Belykh stepped down as the SPS leader and quit the party.
In December last year President Dmitry Medvedev nominated Belykh a candidate for governorship and presented him in that capacity to the legislative assembly of the Kirov Region. On December 18 the local legislators endorsed his appointment by a majority vote.
