Auto insurance rules stay the same so far. March amendments to law about MTPL haven?t come into force. Finance Ministry hasn?t signed the direct claim handling enactment. Changes don?t come into force without coordination with this administration.
It was earlier reported auto insurance rules would change completely after March 1, 2009. According to the novelty after the accident car owner can turn not to the insurance company of the guilty person but to the company where he took MTPL polis. But it is not available for those car owners who took MTPL before February 28 2009. Other changes except direct claim handling were to come into force. Particularly, in case nobody suffered in accident and amount of damage doesn?t surpass 25000 rubles, STSI participation is not necessary. Surely if all the sides agree with it.
"Fnance ministry dislikes the very issue, reckons Oleg Vlasov, analyst at Finam. Uncontrollable fraud will increase enormously. So unprofitable MTPL will become real burden for insurance companies. Unprofitability of MTPL will come up in average to 80% in 2009. Tariff escalation won?t improve the situation.
The changes seemed to be positive for drivers. But experts say, it?s not so. Index for tariff "without number of drivers limitation" will increase to 1,7 instead 1,5. Tariffs for inexperienced drivers and in unprofitable regions will be also raised. MTPL polis may become twice expensive due to these changes.
In opinion of Alexey Egorcev, leading specialist at Rosgosstrah insurance company it?s necessary to overview whether Russia is ready for passing to "European protocol". Drivers can not sometimes adequately estimate amount and kind of car damage. They can also incorrectly fill documents. Any inaccuracy can make an accident disputable and it won?t be held for insurable event.
