Forming government on party basis
The party "United Russia" is going to examine a model of partial forming of government on party basis during the next conference on 26 November.
A member of presidium of General board of the party, State Duma vice-speaker Oleg Morozov has prepared corresponding bill that will let elected to State Duma parties to suggest their own prime minister candidate to the president.
He said journalists if elected parties had a chance to suggest their ministerial contenders openly, it would be correctly.
But Morozov noticed it is not a transition to parliamentary republic. "Elected party in parliamentary republic nominates its candidature of prime minister and he automatically becomes prime minister, said Morozov. - We offer another choice: the president is the highest official and he may differ with nominated candidature."
Morozov explained modifications for the laws "On political parties" and "On government" were prepared and would be presented during the conference of "United Russia". Moreover he is ready to give bills to the president administration.
State Duma vice-speaker noticed party accounts for work of government in case of forming party government. If a party is dissatisfied with government?s work it can begin State Duma dissolution or apply to the president with no confidence for government.
