Customs officials restrains small undertakers
Russian Government regulation about introduction amendments into the regulation about applying single rate of customs duties and taxes to the goods carried by natural person over the boarder comes into force.
The new edition of the law contains revised norms of duty-free baggage carriage by a natural person.
Now, to carry baggage for personal use without paying customs duties is allowed if its weight does not exceed 35 kg. Earlier there was a 50 kg limit. The frequency of carrying the baggage over the Russian boarder is also changed. Earlier, one could carry duty-free goods once a week, today there is a one month interval.
There are no changes only for prices of carried goods. As before, natural parsons have a right to carry goods (excluding vehicles) paying no customs duties and taxes if the total cost of those goods does not exceed 65 thousand rubles.
The administrative fee of Ґ to 2 costs of the carried goods, with their confiscation or without it, is provided for violation of the new law.
On the specialists` opinion, the new system will affect first of all small undertakers without constituting legal entity, who are usually engaged in selling goods on local markets. This law may touch on some owners of the so called boutiques, who also used the right of duty-free carriage on the purpose of their small business.
