Prosecutor accused director Basmanny market of illegal re-planning
The director of the Basmanny market Mark Mishiyev repeatedly accomplished self-willed re-planning of the quarters. The prosecutor of Moscow Anatoliy Zuev stated about this.
According to him, numerous re-plannings led to the "uncontrollable worn out of building and dilapidation of its constructions".
Furthermore, according to the data of prosecutor, the director of market did not organize monitoring the technical state of the building; he did not follow the correct operation of market and was not occupied by the current and innovation repair.
"The investigation established the fault of director in gross break of the professional responsibilities for the observance of safety of citizens entrusted to him, which led to the loss of people" concluded Anatoliy Zuev.
Among other things, the Prosecutors Office came to conclusion, that Mark Mishiyev destroyed the temporary regulations of the work of the Basmanny market, according to which the enterprise could work from 7 to 19 hours. In the opinion of the main Moscow prosecutor, it was necessary to introduce spacing regime into the night time, to forbid the trade during this period, and also not to pass outside persons to the territory of the market.
Mark Misheyev was appointed as the director of the Basmanny market on 2 December, 2002. He was arrested on 24 February 2006 suspected on business about the collapse of the building and on 26 February the Zamoskvorechye law court of Moscow gave out sanction to his arrest.
Roof of the Basmanny market, located on the Baumanskaya street, collapserd on 23 February approximately at six o`ckock in the morning. According to the latest data, as a result of the incident 66 people perished, 33 more got different injuries. 19 people remain in the hospitals at present, two of which are in heavy state. On the place of the collapsed building it is planned to build multifunctional complex with the "three-star" hotel and the underground parking place.
