In Russia want to block calls with Skype
Deputies propose to prohibit calls through the IP phone services to subscribers of local operators. Those firms that violate this requirement may be denied the license.
Parliamentarians intend to make substantial changes to the law "On communications". These fixes will practically prohibit calls through the IP phone services, and Skype. Deputies explain change the fact that the operator involved in the establishment of telephone connections must pass unchanged information about the caller initiating the call. The operator who violates this requirement can be deprived of his license.
Subscribers domestic operators use Internet services like Skype and IP phone services for interregional and international calls to phones of friends and family members. This service is commercial, but it is usually much cheaper than, for example, a call with a cell phone in roaming. With all this, when calling through this service the telephone number of the caller is displayed as a local, but to call back on it.
The deputies, authors of the bill believe that such a substitution rooms "illegal," notify "Izvestia". According to expert estimates, the volume of international traffic in the Russian Federation on such schemes can achieve different operators from 10 to 60%.
"Large-scale introduction of technologies spoofing caller carries within itself not only the danger of socio-economic nature, but also creates a danger of people's lives and security of society," says the document. Substitution of non prevents the structures of law enforcement and anti-terrorist agencies to carry out operational work, such schemes create auxiliary obstacles to conducting operational-search events, explain the deputies.
Deputies prescribe and bad financial results of the use of such schemes. The difference in payment of international fare and local "spoofed" rate can reach millions of dollars per year. And this, taking into account the opinion of the authors of the amendments, leads to a decrease of the tax base and loss budget earnings.
