Putin approved part of Social Chamber membership
The press-service of Russian president extended the signed by Putin decree "About part of Russian Federation Social Chamber membership approval".
This document was signed according to Federal law N32-F3 dated by April 4, 2005.
According to the decree there are 126 people in the chamber; by today Putin has approved first 42 representatives. In particular, academicians Leo Bokeria and Evgenii Velihov, sportswoman Alina Kabaeva, the head of Russian theater workers Union Aleksandr Kalyagin, the metropolitan of Kaluga and Borovck Kliment became the members of the chamber. Moreover, among future members of Social Chamber workers are a head Russian rabbi Berl Lazar, the head of All-Russian invalid Society Aleksandr Lomakin-Rumyancev, a politician Vyachaslav Nikonov, honoured master of sports Irina Rodnina and doctor Leonid Roshal. The president of National TV companies association Eduard Sagalaev, the head of independent trade union Federation Michael Shmakov and the head of Russian Industrialist and Businessman Union Aleksandr Shohin also became a part of Chamber staff.
The Federal law "About Russian Federation Social Chamber" came into force on July 1 this year. According to this document the formation of the Chamber has several stages. On first stage the president selects 42 citizens of Russian Federation that have special honors in country and society scale. On the next stage those people have to elect other 42 representatives of Chamber from Russian social associations during the next 2 months. Finally all members (84 people already) during the following month have to choose the rest of 42 representatives from regional and interregional social associations.
When Social Chamber will be completely formed it will analyze present laws and other important legal statements and will take decisions of recommendation character to them. Its verdict has to be accepted in the form of conclusions, suggestions and appeals. Besides Chamber must make an expert examination of federal and constitution laws, legal regulations of Russian government projects.
Meantime Kremlin is afraid of possible Social Chamber "bureaucratization". But at the same time officials have no doubt that there will be no corruption there. The assistant of Kremlin administration head has said on this account: "The status and reputation pf people who already belongs to the chamber will not let those tendencies to develop". Also Surkov thinks that chamber members will be interested in lobbying. But representative of Kremlin is not afraid of that: "There is a danger of that in any sphere of life and I am sure that there will be no lobbying in rude form among such noble and worthy people".
