In 1975. graduated from the Law Faculty of Moscow State University,.
After graduation he worked as a lecturer at the Department of Civil Law of Dagestan State University.
In 1979. defended his Ph.D. thesis at Moscow State University, dedicated to civil legal problems in the field of agriculture.
Since 1979, Mr.. worked as a lawyer and consultant Presidium of the Supreme Daghestan.
From 1982 to 1990. worked as head of legal department of the Council of Ministers DagSSR. Combine these positions with teaching and research activities.
In 1990. elected as Deputy DagASSR.
From 1990 to 1991. served as Chairman of the Board of Sun DagSSR on legislation, law and order. Participated in the drafting of the Federal Treaty, a number of laws of the Republic of Dagestan.
October 30, 1991, Mr.. in the third round, was elected judge of the Constitutional Court of Russia.
