Balinskaya Ivan Mikhailovich

In 1846 he graduated from the course in Medical-Surgical Academy, and devoted himself to the study of mental illness, which both teaching at the academy, and in Russian universities was then unsatisfactorily. Defined in 1856, associate professor of the Academy, B. created a clinical department of mental illness, with the device which had been taken into account all the requirements of contemporary science, and he established the clinic made a complete reform of the case in Russia. With the receipt in 1860, professors, B. aroused unprecedented until attention to mental health, creating a whole school of psychiatrists. In 1884, B. left a professorship. According to him, and with the assistance of the Ministry of Internal Affairs has since 1869 to carry out his plan drawn up by the device of district hospitals for the mentally ill in the university towns: in 1869 acts such clinic in Kazan. Thanks to his advice and instructions were created and local self-government of this kind. By establishing the women's medical courses, B. read them a lecture on psychiatry. Consisted advisory member of the Military Medical Scientific Committee and a member of the Medical Board of the Ministry of Internal Affairs. He died in 1902.
