Biography Demetrius Kobeko Fomich
Born in 1837, graduated from the course of the Alexander Lyceum. He has held positions in the Ministry of Finance Director Office of the Minister and Director of the accountant fees. In 1901 he was appointed a member of the Council of State (present in it only until 1908), in 1902 - the director of the Imperial Public Library, increased significantly by its own budget. Its main works: "The Tsarevich Pavel Petrovich (St. Petersburg, 1882, 2 ed. 1883; 3rd ed. 1887; translated into French and German) and "The Imperial Tsarskoe Selo Lyceum. Mentors and pupils 1811 - 1843 (St. Petersburg, 1911). Full list of works Kobeko placed in the "Collection of articles in honor of the Ph.D.. Kobeko (St. Petersburg, 1913); autobiography - in the publication of the Imperial Public Library for a hundred years 1814 - 1914 "(St. Petersburg, 1914). Since 1890, Kobeko is a corresponding member of the Academy of Sciences for the category of History and Political Science. When the decree of 12 December 1904 determined the need to "eliminate from the current version of the regulations unnecessary embarrassment", . Kobeko was appointed chairman of the committee of government representatives and leaders press, . which was charged with drafting the relevant bill, . In this commission Kobeko was a supporter of freedom of the press and, incidentally, called for recruiting grounds for the order of periodicals. With his participation took place after the manifesto of October 17, "temporary regulations on the press" on Nov. 24, 1905, effective from today (1914).
