Born March 20, 1939 in Baie-Como (Province of Quebec). He was educated at the University of Sts. Francis Xavier in Antigonishe (Nova Scotia). He studied law at Laval University in Quebec.
He worked in the law firm of Ogilvy, a unit of the Progressive Conservative Party. In 1968 and 1972 included in the electoral headquarters of the Conservative. In 1976, Mulroney declared his candidacy for the party leader, but lost to Joe Clark. In the same year he became executive vice president of iron ore company of Canada, in 1977 he was appointed president of the company. June 11, 1983 at the next party congress Mulroney defeated Clarke.

In 1984, Progressive Conservatives won the most votes in all 10 provinces of the country and the first time since 1958 went to the national level. During his first term as Prime Minister Mulroney succeeded in raising the rate of growth of national income. In the elections of 21 November 1988, despite the scandals in the administration, the party managed to maintain a parliamentary majority. During the second term Mulroney attempted to implement a constitutional agreement that would satisfy the aspirations of Quebec on the 'special' status. A contract concluded between Mulroney and the premiers of the provinces in the Meech Lake (Quebec) in April 1987, received no legal force, since the two provincial legislatures to ratify it on a specific date in June 1990. The second contract, signed in August 1992 in Charlottetown, was rejected in a referendum in October 1992.

The failure of the Meech-Leykskogo contract and broke out in early 1990 economic crisis led to a decrease in the popularity of Mulroney. Introduction from 1 January 1991 general federal tax on goods and services has caused an even greater criticism of the Progressive Conservatives. In December 1992, Mulroney and the presidents of the United States and Mexico signed a free trade agreement in North America (NAFTA). In February 1993 Mulroney rating has fallen to a record low - 17%, and 24 February 1993 Mulroney announced his resignation as leader of the Progressive Conservative Party and Prime Minister. At the Congress, June 13, 1993 Progressive Conservative leader, was elected Kim Campbell (Defense Minister in the cabinet Mulroney), and soon to take up the post of prime minister.
