Belogortsev Igop Dmitpievich

Born in a family Surveyor and teacher. He graduated from the Siberian Institute of organizations in the territory of Omsk (1932), Institute of Foreign Languages in Moscow (in absentia in 1941), studied at the Moscow Institute of Economics (correspondence, 1936-39 gg.).
