Biography CIFOR Vladimir Ivanovich
V. I. Siforov born May 31, 1904, Mr.. in Moscow, in the family Deli. Home life was not easy, Vladimir Ivanovich. Having lost a child and the mother abandoned to their fate father, he fully knew the heavy proportion of the boys on the street and the foster child infant colony. Although the colony legally considered a school, no school was. Only through curiosity and hard work of self-study curriculum boy managed to get in 1921. Certificate of Secondary Education. In the same year he entered Moscow Mechanics Electrotechnical Institute. M. V. University.

After three years, faculty, where he studied, was closed and all students were transferred to the Leningrad Electrotechnical Institute. V. I. Ulyanov (Lenin). Having a place in the dormitory of the Institute, but not having any means of subsistence, in. I. Siforov odd jobs, working as a loader at the port, doing tutoring in mathematics.

Research in. I. Siforova began in Leningrad in 1928. And under the leadership. I. Berg and I. G. Freiman, when, while still a student at LETI, he joined the Central Radio Laboratory. Vladimir works in TSRL until the beginning of the Great Patriotic War. During this period he developed the theory of radio receivers. Together with A. P. Sivers creates the first domestic trunk radio shortwave. It is difficult to overestimate the contribution. I. Siforova in the development of the theory of radio. In the period from 1929 to 1939. they were published about 40 articles and four monographs. These works have received international recognition and are part of the foundation, which built all radio engineering science and technology.

Scientific creativity in. I. Siforova differs, . what, . one hand, . most of his work is determined by urgent needs of developing Radioengineering, . On the other hand, . Many work becomes the base for a number of areas of Radio Engineering, . Telecommunications, . Electronics, . such as broadcasting, . TV, . terrestrial and space data transmission system, . radiolocation,
. While pressing issues were receiving radio signals with minimal distortion, ensuring a high receiver sensitivity of direct amplification, using short-range, specific questions of selectivity superheterodyne; development of the theory of detection, reception of FM radio signals, noise-immune radio.,

. Conducted in 1930-1936 he
. studies provided the material for his doctoral thesis "Investigation of methods for radio, . based on the selection of the amplitude, . phase and the duration of ", . by Vladimir Ivanovich successfully defended in 1936, . bypassing protection dissertation.,

. Considerably ahead of the requirements and technical capabilities of the time, . Vladimir Ivanovich had detailed study of radio, . takes a minimum of radio frequencies for transmission and showed a number of advantages, . typical single sideband radio program,
. In the same period in. I. Siforov with AND. S. Gonorovskim developed an original method of multi-channel communications to ultra-short waves, which is now widely used worldwide in the microwave and other communication lines for transmission of various information.

. In the thirties, Vladimir Ivanovich, in parallel with the scientific work, he taught at LETI, where he rose from assistant to professor and head of the department set up radio receivers
. The outstanding event was the publication in 1939. textbook "radio receiver". He was later released four more times - in 1943, 1947, 1951 and 1954. And each time the textbook material was processed and supplemented in accordance with the latest achievements of science and technology. By breadth of subjects, methods of presentation of this textbook had no equal either in this country or abroad. We can confidently assert that among the students of radio engineering specialties, trainees in the forties-sixties, there is no one who had not studied in this textbook. In subsequent years, the book was translated into Bulgarian, Czech, Romanian, Italian, Hungarian, Polish, German and Chinese.

In July 1941. V. I. Siforov was drafted into the Red Army and was appointed senior lecturer at the Faculty of aircraft electrical equipment Leningrad Red Banner Air Force Academy of the Red Army. In 1943, Mr.. he became head of the Department of Radio Engineering Academy, and from 1945 to 1952. he was deputy head of the Academy for educational and scientific activities. He was assigned the rank of colonel. After the war, Vladimir Ivanovich, continuing to work in the Academy, resumes teaching career at LETI in post as head of the department of radio receivers.

. In the postwar years, rapid progress is the development of microwave bands, radar and radio navigation equipment, microwave communication systems
. V. I. Siforov lot of work on critical issues at the time of detection and allocation of pulsed radio signals on the background of intrinsic noise receivers, develops the theory of reception of microwave signals. The studies included in the famous monograph "Theory of impulse radio and microwave frequencies Radio". These works of Vladimir Ivanovich are among the first in a huge list of works of many authors on the statistical theory of radio communications and radio theory of optimal filtering.

In 1953, on presentation of People's Commissar of the USSR's H. D. Psurtseva, Siforova as a soldier, sent to Moscow and appointed director of the Radio Research Institute of the USSR Ministry of Communications. In the same year he was elected a corresponding member of Academy of Sciences.

In 1954-1955,. V. I. Siforov - Deputy Minister of Industry of the USSR radio. From 1955 to 1957. he was again director of the Radio Research Institute. At the same time (from 1954 to 1966. ) Headed by Vladimir laboratory microwave transmission and radio reception of the Institute of Radio Engineering and Electronics (IRE), USSR. During these years, becoming chairman of the Expert Committee on electrical engineering, electronics and telecommunications Higher Attestation Commission (HAC) and a member of the Plenum of the WAC, and since 1965. - Member of the Presidium of the WAC.

Despite the large amount of administrative and institutional and public works. I. Siforov no less intensively than in previous years, leading research. Under his leadership and with direct participation in NIIR was being developed multi-channel radio relay lines. Extensive studies on several, as is always the most relevant, areas held in. I. Siforovym over the years in IRE. He received a number of original results in the field of information theory, reliability theory and statistical communication theory, coding theory.

In 1962-1965. in the IRE under his supervision was carried out assessment of prospects for the various channels of radio communication in the unified automated communication system of the country (EASC). During these years he was a member of the Scientific Council of the State Committee for the Coordination of research on the "Transfer, . distribution and accumulation of information and unified automated communication system of the country ", . Section Committee, headed "Theory of transmission, . distribution and accumulation of information. ",

. In 1957
. resumed teaching activities in. I. Siforova, interrupted by the arrival in Moscow: he was elected chair of radio receivers of the Moscow Power Engineering Institute. The head of this department Vladimir worked 30 years. He prepares the scientific staff at other institutions, in research institutes, design offices, factories. They produced more than 60 candidates and doctors of science.

In 1966, Mr.. V. I. Siforov was appointed director of the Institute for Information Transmission Problems (IPPI), USSR. He served in that post until January 1989, then was transferred to the post of adviser to the Directorate of IPPI.

As director of IPPI, IN. I. Siforov expanded range of research: it deals with scientific terminology, which interested him already in the thirties, forecasting, science of science, philosophy of science. He justified the need for scientific and technological forecasts, . gave their qualifications, . identified ways of dalnesrochnogo prediction, . analyzed the characteristic feature of modern science - the emergence of new directions at the intersection of traditional, . existing, . and showed, . that is one of the most fruitful ways of scientific and technological progress,
. V. I. Siforov, as he himself put it, "went into the philosophy of the exact sciences". This has given the uniqueness of his work: they dealt with philosophical issues that arise when addressing specific scientific and technical problems, the interaction between philosophy and science, and the role of philosophy in the sciences.

In. I. Siforov - not only a great scientist, but also a great popularizer of the achievements in different fields of knowledge. Every year, he gave numerous presentations, conducted interviews on various issues of science, technology, sociology, philosophy, before different audiences. The total number of published scientific and popular works up to several hundred (in the central publications - from the "Izvestia" to "Pioneers of the truth", in the magazines "Radio", "The knowledge - force", Nature, MN. etc., in foreign editions).

A special place in social activities Siforova takes NTORES them. A. S. Popova. In 1954, on presentation of Academician A. N. Berg in. I. Siforov was elected chairman of the Central Board NTORES. In this role, Vladimir worked for 33 years in 1987. became Honorary President of the Society. A lot of work and effort he gave his establishment and development. In addition to leadership NTORES, IN. I. Siforov made numerous reports and conducted interviews in the factories, research institutes, universities almost all former Soviet republics.

. Vladimir Ivanovich significant role in strengthening international scientific relations - the ministries, the International Telecommunication Union, the Academy of Science, Society "Knowledge", the State Committee on Science and Technology
. V. I. Siforova 67 times was sent abroad to participate in negotiations with companies, scientific conferences, congresses, symposia, assemblies. International In. I. Siforova gained recognition and abroad, in particular, in 1967. He was elected a member of IEEE, in 1973. - Honorary member of the Hungarian Academy of Sciences.

Homeland noted gigantic work in. I. Siforova two Orders of Lenin, two Orders of Red Banner of Labor, the Order of the Red Star, World War II second degree, of Honor, medals. For outstanding contributions to the development of Radio Electronics of the USSR Academy of Sciences awarded him in 1989. Large Gold Medal. A. S. Popova.

Recent publications in. I. Siforova was published in 1991. book under the symbolic title "Dissipation Survival. Its subtitle - "Reflections of my fate". This book is not simply an autobiographical novel, but to a large extent a reflection on the meaning of life, a kind of farewell wise, lived a great life of a man walking followed suit generations.
