Born October 26, 1938 in the village Stajki Brest in Belarus.
In 1954 he graduated from Pinsk financial-credit college in 1959 - Faculty of Economics of Moscow State University (MSU) of. M. V. University on an economist and a teacher of political economy. In 1967 he graduated from the 1-st Moscow Institute of Foreign Languages.

In 1972 - 77 - Deputy Chief of Economic Planning Mingasprom USSR.
