In 1978 graduated from the historical department of the Orenburg State Pedagogical Institute. Ph.D. in Sociology.
Was a Komsomol activist. Participated in a clandestine anti-Soviet group, was arrested.
In 1995 - 96 - Director of the Center for Humanitarian Studies (z. Stavropol).
. From 1997 to 1998 - Director of the Center for Analytical Research Foundation support for legislative initiatives.
. In December 1995, unsuccessfully ran for the State Duma of the second convocation.
. In 1997 - 99 - deputy chairman of the Moscow city branch of the party Democratic Choice of Russia "(DDA).
