Born April 7, 1949 in g. Shepetovka Khmelnitsky region of the Ukrainian SSR, Ukrainian.

. Since 1984 - first secretary Krasnogvardeyskoe District Party Committee, Mr.

. Since 1986 - deputy chairman of the executive committee of the Leningrad Council of People's Deputies.
. In 1989 was elected to the parliament of the USSR.
