Date of Birth 6 June 1952, Mr.. Born in g. Muren Vladimir region. According to the most Maltsev, "the school is well managed and well, especially in mathematical and natural disciplines". In 1979 he graduated from the Philosophical Faculty of the Leningrad State University (LSU), Zhdanov.
Co-Chair of SPT, a member of the Central Executive Committee of Communist Party of Russia.

At XXYIII Congress of the CPSU in the summer of 1990 Maltsev was elected a member of the CPSU Central Committee.
July 1991 - Member of the Secretariat of the CPSU Central Committee.
In October 1991. Maltsev was among the signatories of the declaration of the initiative group to unite the Russian leftist socialist orientation.
Member of the Organizing Committee, delegate of the Inaugural Conference (October 1991) and the Constituent Congress (December 1991), the Socialist Workers Party (SPT).
At the founding congress elected a member of the Federal Council, the TSP Board and one of seven co-chairs of the party. In this position oversees the party media, software and theoretical issues. As co-chair of SPT, is engaged in media and software and theoretical issues.
In December 1991 served as first secretary of the Nizhny Novgorod City Committee.
November 28, 1992 Maltsev took part in the Congress of Democratic Left.
