Born in August 1953 Place of birth of Khabarovsk in 1980, graduated from the journalism faculty of Moscow State University named after Lomonosov.
After military service he worked in the newspaper "The Banner of Communism" (Tula Region), "Young kommunar" (organ of the Tula regional committee of Komsomol), "Soviet trade" and "Soviet Russia", "Soviet Culture", "The Truth".
In 1989-1993 he served in the Interior Ministry and security forces, including as Chief of the Public Relations Ministry of Security of Russia.
In January 1995, appointed deputy, and in March 1996 - First Deputy Minister of Nationalities and Federal Relations of the RF.
In September 1997, became head of the Office of Information and Public Relations Ministry of Internal Affairs of Russia, and then, in May 1998 - Head of the Office of Personnel Ministry of Internal Affairs of Russia.
25 May 1999. Presidential Decree was appointed chief of staff of the Government of Russia - Minister of Russia.
