Born June 17, 1937. In 1960 he graduated from the Leningrad Electrotechnical Institute of Communications. Professor. MA. Bonch-Bruevich and started his career in the Scientific and Production Association "telecommunications" Ministry of Radio.
In the NGO telecommunications, AN. Golubev rose from engineer to deputy general director for scientific work.

In 1985, AN. Golubev headed the Leningrad Branch Scientific-Research Institute of Communications RF Ministry for Communications and Informatization. Under the guidance of AN. AN. Golubev was responsible for the creation and development of domestic technology of digital communication. He was chief designer of the first domestic high volume digital transmission systems (PCM-30), the first domestic digital switching system (ATSTS-90).
AN. Golubev successfully combines administrative work with the scientific activities. He is the author of 2 books, 30 articles, 5 contributions to the CCITT, 2-inventor's certificates.
Under his leadership, the institute is protected by a number of doctoral and master's theses. LONIIS became a center for scientific and technical workshops on advanced technology areas of communications, including the internationally-recognized seminar on Teletraffic Theory
