(1860 - 1907). Born into a poor Jewish family. Educated at the Faculty of Kiev University. In his later years was a member of scientific committee of the Ministry of Finance. His main work: 1) "Foreign capital. Their impact on the economic development of the country "(3 volumes, St. Petersburg., 1898 - 1901 years). The international movement of capital is called, in his view, different levels of interest and profit in the old and new countries, as well as government policies in capital-importing countries. The inflow of foreign capital is extremely favorable for the economy: A national production, . reduce the price of products, . destroyed by the dark side of protectionism, . raises the welfare of the working classes, . improving the balance of payments,
. Further investigate the role of foreign capital in the development of some sectors of Russian industry: steel, coal, manufacturing and oil. The author has collected considerable material mainly historical character, but the influence of foreign capital in the Russian economy outlines rather superficially and without sufficient statistical foundation. 2) "Commercial and industrial crisis in Western Europe and in Russia (St. Petersburg, 1902 and 1904). It describes the main points of monetary and industrial crisis of the early 1900-ies, especially the stock market crisis, as well as the difficulties that have befallen the metallurgical, coal and oil industries. Remain outstanding deeper causes of periodic disruption of production in the modern economic system, and 3) "The theory of the rate of exchange" (Moscow, 1892) - a popular essay, which was based on a famous work Goshena. 4) "The fight against drunkenness abroad and in Russia" (Kiev, 1896). Reassessing the positive aspects of official liquor monopoly, Brandt sees in it one of the effective means of combating alcoholism. 5) "Tax exempt from military service" (Kiev, 1889). Studying the organization of this tax in those States where it exists, as well as the draft of his introduction in Germany, Brandt finds it desirable to introduce it in Russia. 6) "Modern Woman. Its position in Europe and America "(St. Petersburg, 1896). Parallels are drawn between economic and social situation of women in Western Europe and in America, where the woman has been an equal to man. 7) "Financial policy and tariff protection" (St. Petersburg, 1904), in "Body of works of local committees to 49 provinces of European Russia". Brandt has written a 82-volume "Encyclopedic Dictionary" Brockhaus-Efron, in the journal "Russian Economic Review" was in charge of reviewing foreign periodicals. Obituary cm. in St. Petersburg.
