Born in 1868. After receiving a doctorate degree from the University of Munich, became in 1898. Associate Professor at the University of Zurich. In 1902, Mr.. Master passed the exam at the Moscow University in 1903. received a master's degree, and in 1907. Doctor of Political Economy. Since 1906. reads the economic policy of the Moscow University and Commercial Institute, where he founded a seminary, firing several honorary works.
