Biography BUKAR Abdala
Haim Abdala Bucaram Ortiz was born Feb. 20, 1952 in Guayaquil, the capital of the province of Guayas. In 1982 he founded the left Bucaram Ecuador roldosistskuyu Party and two years later was elected mayor of Guayaquil, the largest city in Ecuador. In 1985, Bucaram inadvertently stated that the military are good only for ceremonial marches, which is why he was arrested. To avoid libel in his address, he went to Panama. There he was again arrested, this time for possession of cocaine, but not convicted. Bucaram claimed that the drugs were planted by his detractors.

In 1987, he was allowed to return to Ecuador, and he twice participated in the election campaign for President in 1988 and 1992. Although both attempts were unsuccessful, research showed that he received a surprising number of voters. By participating in the electoral race in 1996 nicknamed El Loco ( "Crazy"), he traveled with a rock band, often performing "Jailhouse Rock" ( "Prison Rock") - a song associated with Elvis Presley - in front of their performances and speeches. Bucaram criticized the oligarchy, which he defined as a combination of successful business and banks, advocated the introduction of a social welfare. In a country where 67% of the population was poor, it was a popular pre-election platform.

In the elections on May 19 Bucaram and Haim Nebot, the candidate of the Social Christian party, became the main contenders for the presidency, which came in the second round. Nebot, supported by businessmen and banks, according to observers had more chances, but the promise Bucaram change "infect" the majority of the electorate. In the second round on July 7 Bucaram received 54,5% of the vote, taking the top post in the state.

. However Feb. 6, 1997, after six months as president, the parliament announced Bucaram "mentally incapable" of governing the state, two days later, he again fled to Panama, which granted him political asylum
. The government of President Fabiц?n AlarcцЁn started legal proceedings against Bucaram, accusing him of dereliction of duty in the illegal seizure of money from public funds.
