Jose Napoleon Duarte Fuentes was born November 23, 1925 in the capital, San Salvador. In 1964, he was first elected to two-year term as mayor of San Salvador (the post he has held two more times). The main objective of his administration was the establishment of new schools and providing needed services such as street lighting, sewage systems and garbage collectors.
In the elections of 1972 Duarte ran for president. When his election to the highest office was almost clear, the military suspended the campaign and announced the winner, Colonel Arturo Molina.
According to a radio that supported the coup, Duarte was arrested by military. He cut the three-phalanx fingers, his face beaten with rifle butts for so long that the right side of his jaw was shattered, and he almost lost an eye. Through a while Duarte was exiled from the country and spent more than seven years in Venezuela.
In 1980 he returned to El Salvador during the civil war, joined the civil-military junta and became its president. Duarte was unable to stop the brutal repression of the army and police against the people during his tenure as president, which were the cause of the deaths of tens of thousands of people. Idealistic Duarte, who criticized the regime of terror in the pandering, replied that these actions could have been much worse had he not been head of state.

. But two years later, at the elections in May 1984, he defeated right-wing extremist forces, Roberto D 'Abyussona and became the first democratically elected president of the country over the past 50 years.

. Despite this he was unable to allocate a large portion of land to the peasants of the country (this was one of the main goals of his presidency) and put an end to murder squads (with threats, . promises security, etc.), . which power was not so easy relationship.,
