Born PRIEGO July 6, 1877. He was educated at the universities of Granada and Madrid. He devoted himself to politics, entered the Cortes from the Liberal Party (1906-1923), in 1917 he was appointed Minister of Public Works, in 1922 became the first civilian defense minister.
