Born April 8, 1938 in Kumasi (Ashanti Region, Ghana). He studied at the Scientific and Technology University in Kumasi, has completed education in the Macalister College in Minnesota (USA). He graduated from graduate school in Geneva, received a master's degree in management from the Massachusetts Institute of Technology (1972).
More than three decades, Annan worked for the UN was engaged in organizational and financial issues, refugee issues and peace talks. From 1990 to 1992 was assistant to UN Secretary-General on program planning, budget and finance and the inspector of the UN. In 1990, after Iraq's invasion of Kuwait, was sent to Iraq to assist in the evacuation of employees of international organizations. Participated in the negotiations for the release of hostages. Supervised the first UN team, which negotiated with Iraq on the formula 'oil - for the food'.

From 1993 to 1996, Annan - Secretary-General for Peacekeeping Operations. In 1995-1996 - Special Representative of the Secretary General in the former Yugoslavia and special envoy to NATO. Observed a shift from operations for the protection of UN forces in Bosnia and Herzegovina to the operation of a multinational UN force to implement the Dayton agreement of 1995.

After the election of Secretary General Annan in 1997 made several proposals which were to make the UN less bureaucratic and to reduce administrative costs. The Annan plan was partly an attempt to answer criticism from the U.S. Congress, which, referring to the ineffectiveness of the UN for several years, postponing the payment of annual assessments.

In 1998, Annan has come under fire in connection with the UN peacekeeping actions in Rwanda in 1994. It was reported that Annan sharply reduced the number of UN peacekeepers in Rwanda in the period immediately preceding the riots (April 1994), which killed about 500 000 Rwandans.

Annan became the hero of the day in February 1998, an agreement with Iraqi President Saddam Hussein, which allowed UN inspectors to continue their mission and to prevent new U.S. air raids. Nevertheless, in December 1998, alleging a violation of the agreements, the United States together with Britain launched a series of aerial bombardment of Iraq.
