After the election of Secretary General Annan in 1997 made several proposals which were to make the UN less bureaucratic and to reduce administrative costs. In 1998, Annan has come under fire in connection with the UN peacekeeping actions in Rwanda in 1994. It was reported that Annan sharply reduced the number of UN peacekeepers in Rwanda in the period immediately preceding the riots (April 1994), which killed about 500 000 Rwandans.

Annan became the hero of the day in February 1998, an agreement with Iraqi President Saddam Hussein, which allowed UN inspectors to continue their mission and to prevent new U.S. air raids.
