Born January 15, 1894 in Arequipa. Graduated from the Faculty of Law Arekipskogo University and began a successful practice. In 1930 participated in the overthrow of the dictatorship of Augusto Legii. From 1934 to 1939 - the Peruvian ambassador in Bolivia, in 1939-1942 - in Uruguay. In June 1945 he was elected president of Peru for six years with the support of the alliance of the Left parties, which also included Apristskaya Party of Victor Raö¦l Haya de la Torre.
