Born March 27, 1912 in Portsmouth. From 1929 he worked as a clerk in the tax administration, in 1931 joined the Labor Party. In 1939-1945 he served in the Navy.
In 1945, after Labor's victory in the elections, Callaghan was elected to parliament. In 1951, became minister for the Colonies shadow cabinet in 1961 - Minister of Finance of the Shadow. Took over as Chancellor of the Exchequer, when the Labor Party led by Harold Wilson won the election in 1964. Callaghan tried unsuccessfully to prevent the depreciation of the pound, having decided to supplement the budget by increasing taxes. When in 1967 a pound still had to devalue, has resigned. Was appointed Minister of Internal Affairs. Supported the adoption of laws restricting the entry of immigrants from Asia. In 1974, after winning the election the Labor Party, was appointed Minister of Foreign Affairs

. Callaghan government without a majority in parliament, depended on the support of parties in Scotland and Wales. Callaghan made a proposal for decentralization of political power in Scotland and Wales, but this proposal was not approved by referendum in 1979, after which the Government received a vote of no confidence in the House of Commons. After the defeat of Labor in elections in May 1979, Callaghan resigned. Remained party leader until October 1980. In 1985, left the political activity. In 1987 he was awarded the title of Baron Callaghan Cardiff.
