Can a baby save from crisis?
Over 90,000 of Russians turned to the Pension Fund affiliates asking to pay for mortgage loan with their maternity capital. Specialists predict growth of such compellations in the near future.
In the end of the previous year the government decided to support socially unprotected citizens during economic unsteadiness. Amendments to the law about maternity capital (which is given for second or third baby birth) were made immediately.
Earlier this certificate could be used only after a baby was 3 years old. The women got the certificate in 2007 (the year when law came into force) could use it in 2010 for housing conditions improvement, education of their children or as a pension funded part. Three-year pause was cancelled, but only for mortgage loan payment.
Men can also use this maternity capital according to new rules (official husbands only). In case a mortgage loaner is an official husband of a woman who got a maternity capital, it can be used only by her written application.
Those who are eager to pay a mortgage loan with maternity capital must hand in an application to the local Pension Fund affiliate. They need passport, child?s birth certificate, state pension insurance certificate, credit agreement. Maternity capital means hit the loaner?s account in 2-3 months.
The sum of maternity capital is not costant, it grows according to the inflation. Now it amounts to 299, 000 roubles. 26,3 mld roubles from the federal budget is to be used for maternity capital this year.
There are 3 reasons for not getting a maternity capital. Firstly, a woman lacks citizenry. Secondly, a woman can be divested of her parental rights (it concerns all her babies born earlier). Thirdly, the information about birth date and birth order can be false.
"It is no surprise a maternity capital is often used for mortgage loan payment, - says Grigori Nerovnih, head of the analytical department of Atlant, Juristic Association, - people have to use this means prepared for children seeing the unemployment growth, salary decrease.
The government presents these changes as a generous gift. But in my view it is an act of necessity in order to help people cope with financial difficulties and avoid problems with banks. It is of urgent necessity to develop alternative measures to protect these citizens", - concludes independent expert.
