Gas conflict is not over: Turkmenbashi prepares unpleasant surprise
Despite of signed agreement with Russia fuel for Ukraine will increase in price soon.
Turkmen president Saparmurat Niyazov will request the rise of prices for Turkmen gas from level of $65 to $86 for 1000 of cubic meters during planned on January meeting with Vladimir Putin. This measure will automatically lead to higher price of gas for Ukraine.
Representative of Turkmen Embassy in Moscow informed that "taking into consideration world prices on energetic resources it is fair to correct price on gas to $75-85 per 1000 of cubic meters". Representative of "Gazprom" refused to comment the information.
"Gazprom" informed that Russian company has treaty about supply of 30 milliards cubic meters of Turkmen gas at price of $65 per 1000 of cubic meters in 2006. But Turkmen Embassy has different information: "Turkmenistan can sell half of contracted gas volumes at price of $65 to "Gazexport in first quarter of 2006, and price of remaining 15 milliards of cubic meters should be established later".
These 30 milliards of cubic meters of Turkmen gas were planned for supplies to Ukraine by "Gazprom" through "RosUkrenergo". If Turkmenistan raises prices on gas till $85 and price for Ukraine remains on established level of $95, then gas supplies to Ukraine will not be profitable.
Taking into account transportation rates prime cost of Turkmen gas on frontier with Ukraine will reach $100 for 1000 of cubic meters. To avoid losses, "RosUkrenergo" will have to raise release price for Ukraine till $105-110.
Ukrainian side form its turn insists that possible rise of prices on Turkmen gas is an issue of relationships between "Gazprom" and Turkmenistan. Chairman of "Ukrainian Naftogas" Aleksey Ivchenko announced that according to agreement dated by January 4, 2006, it is impossible to change price by one side. "We agreed to purchase gas on Ukrainian-Russian frontier at price of $95 and we will not buy it at other price", - he said.
Meeting of Vladimir Putin and Turkmenbashi will be held on January 22-23.
