First plenary session of Russian Public Chamber held in Kremlin
126 people participate in first plenary session of Russian Public Chamber in Georgian hall of Kremlin.
Russian president Vladimir Putin presents at session as invited guest.
The session was opened by director of Engineering Scientific Institute Konstatntin Frolov.
"I am honored to open first plenary session of Russian Public Chamber. Dear colleagues, Russian Public Chamber came to reality owning to initiative and active support of Vladimir Vladimirovich Putin", - said Frolov.
He thanked president on behalf of all members of Public Chamber.
During first session its Council and secretary will be elected, regulations of new representative organ will be discussed.
State Duma accepted and Council of Federation approved the law "About Public Chamber of Russian Federation" in March of 2005. The law came into force on July 1.
The purposes of Public Chamber are examination of federal and regional laws` projects, public control of Russian government activity and of mass media freedom observance.
Decisions of Public Chamber are of a recommendation character and will be accepted as conclusions, suggestions and appeals. Moreover, Chamber will publish annual report about state of civil society in Russia.
Members of Public Chamber are elected for 2 years. They should not work in state or municipal structures or occupy elected position in institutions of local governing. Moreover, elected members should stop their membership in political parties during term of the office.
