The deputies proposed a fresh bill, according to which jewelry will be selling on the passport. Lawmakers reported that first innovation refers to jewelry price above 15 thousand rubles.
For discussion in the state Duma a law, which concerns the sale and purchase expensive jewelry. The author of the initiative became an adept of the faction "United Russia" Valery Yazev. In the explanatory note to the draft law, it prescribes that is based on international experience. For example, in France, the threshold is 3 thousand euros for residents and 15 thousand euros for non-residents in Portugal - thousand euros in Spain - 2.5 and 15 thousand euros, respectively.
The MP emphasizes that similar measures will relate only to payment in cash. Explains that innovation can help authorities fight the laundering of profits, informs "the Russian newspaper". Therefore, without the identification of the consumer can be purchased jewelry in an amount not exceeding 15 thousand rubles. But when you use personalized electronic means to purchase a physical entity jewelry from precious metals and valuable stones in retail may not be present a passport, if the sum does not exceed 100 thousand rubles.
If sellers are formed suspicion that the "operation is carried out for the purpose of laundering profits from crime method, or the financing of terrorism", the passport will be asked regardless of the amount of the purchase, said the MP. According to him, the initiative is "to provide co measurement measures aimed at preventing or reducing money laundering and financing of terrorism risks identified".
"The organization realizing jewelry that is almost the only subject of the Russian AML / CFT system, performing retail sales. Public awareness, in most cases, puts such organizations in 1 row with simple shops, buying anything without a passport," explains his motives Yazev.
