The ceasefire in Ukraine in full force fails, the withdrawal of heavy weapons and equipment had not begun, said Tuesday the Deputy permanent envoy of the Russian Federation to the UN Alexander Pankin at the extraordinary meeting of the Security Council of the global organization.
" On the contrary, throughout the period of the ceasefire there is a concentration of Ukrainian troops in practice across the front line, " he noticed Pankin.
