Born November 13, 1954 in g. Volsk, Saratov region.
In 1977 he graduated from Volsky Technology College, worked as an electrician at the plant "Iskra" (r. Ulyanovsk). Then worked as an electrician at the plant of large-panel construction (CPA-2, CPA-3), the Ulyanovsk house-building plant (DSC).
. In 1984 he graduated from the evening department of the Ulyanovsk Polytechnic Institute, specializing in electrical engineer.

. From 1988 - Party secretary of the Ulyanovsk DSC.
. Elected a deputy of the Ulyanovsk City Council, worked as head of the socio-political department of the Regional Committee of the CPSU.
. Since 1992 - Head of Foreign Economic Relations of the regional administration - deputy head of administration of the Ulyanovsk region.
. 17 December 1995 was elected to the Legislative Assembly of the Ulyanovsk region of the first convocation.
. January 6, 1996 elected as Chairman of the Legislative Assembly of the Ulyanovsk region.
