Born January 11, 1952 in the Vologda region.
In 1976 he graduated from Leningrad Polytechnic Institute. M. I. Kalinina, specializing in electrical engineer.
In 1976 to 1992 he worked at the Narva power plant in the positions of the laboratory equipment to the director.
April 1990 - Deputy of the Leningrad Regional Council of People's Deputies. From October 1991 to 1993 - deputy chairman of the Leningrad Regional Council.
