Born May 20, 1938 in the village Keys Minusinskogo district of the Krasnoyarsk Territory.
He graduated from the College of mechanization, then Krasnoyarsk Agricultural Institute.
Since 1963 - the Komsomol. Since 1971 - deputy chairman of the Taimyr district executive committee.
. In 1990 was elected to the Krasnoyarsk Regional Council and chairman of the Taimyr district executive committee.
. In April 1990, was elected chairman of the District Executive Committee.
. 18 December 1991 was appointed Head of Administration of Taimyr (Dolgan-Nenets) Autonomous District.
. 12 December 1993 was elected to the Federation Council of Russia.

In December 1996, re-elected head of the county.
