Born September 28, 1929 in the village Dyleevka Dzerzhinsky district of Donetsk region of Ukraine in the working-class family, and Russian.
In 1950 he graduated from Kramatorsky Engineering College, in 1959 - the Ural Polytechnic Institute. S. M. Kirov. Ph.D. in Economics.
From 1950 to 1965 - shift foreman, head of flight, shop superintendent, chief welder, deputy director of the Ural Machine Building Plant. S. Ordzhonikidze (Uralmash).
In 1965 - 70 - chief engineer, in 1970 - director of the plant Uralmash. In 1971 - 75 - Director General of Production Association (PO) Uralmash.
. In 1975 - 79 - First Deputy Minister of Heavy and Transport Machine Building USSR.
. In 1979 - 82 - first deputy chairman of Gosplan.
. In 1981 - 91 - member Central Committee.
. A deputy of the Supreme Soviet of the USSR 9 - 11 convocations.
. In spring 1989 he was elected deputy of the USSR.
. From September 1985 to January 1991 - Chairman of the Council of Ministers of the USSR in 1990 - 91 - both ex-officio member of the Presidential Council of the USSR
. At the prime minister received from the deputy of the USSR Anatoly Sobchak nickname "weeping Bolshevik". A few years later the St. Petersburg mayor replied: "This marks Mr. Sobchak put nowhere! Even on your ass!".
In January 1991 he retired.
In June 1991 he ran for President of the RSFSR. Took second place.
