Born Dec. 4, 1953 in Moscow, a Russian of Polish descent.
. In 1976 he graduated from the International Law Faculty of the Moscow State Institute of International Relations (MGIMO), specializing in international lawyer, in 1979 - graduate of the Institute of the international labor movement USSR

From 1979 to 1981 - Associate Fellow of the Academy of Social Sciences under the CPSU Central Committee.
From 1981 to 1989 he worked in the journal Problems of Peace and Socialism "(r. Prague, Czechoslovakia), senior assistant, editor, consultant, deputy executive secretary.
