Born June 29, 1935 Place of birth Town Low Ulba East-Kazakhstan region in 1958, graduated from the Moscow Civil Engineering Institute of V.V.Kuy6ysheva. Worked on the construction of the Krasnoyarsk hydroelectric station, Aswan High Dam (Egypt).
In 1969-80, he led the construction of the Nurek HPP.

Elected a deputy of the Leningrad - St. Petersburg Council (1990-93)..
