In 1979 he graduated from the Academy of the USSR Ministry of Internal Affairs. In 1971 he began serving policeman ATS the October Executive Committee of the city of Arkhangelsk. He held the post of chief inspector, deputy chief of the Criminal Investigation Branch of the Investigation Department of the Arkhangelsk Oblast Executive Committee.
From 1987 to 1988 was on mission in the Republic of Afghanistan.
From 1988 to 1991 - Head of the Criminal Investigation Department of the Arkhangelsk Oblast Executive Committee.
In 1994 he was appointed Deputy Chief of the criminal police.
From 1995 to 1998 - first deputy chief of police department of the Arkhangelsk region - the chief of criminal police.
Since 1998 - Head of Internal Affairs of the Arkhangelsk region.
25 July 2001 appointed head of the Interior Ministry's Main Directorate for the North-West Federal District.
