Born March 26, 1932. He graduated from the Stavropol Agricultural Institute.
Member of the Federation Council of Federal Assembly (formed in January 1996) of Karachay-Cherkessia Republic. Member of the Federation Council Committee for International Affairs. 1954-1957 gg. - Engineer-Land Surveyor Republican pasture reclamation trust Kirghiz SSR.
1957-1961 gg. - Managing office of state farm "Storozhevsky".
From 1961 to 1964 - instructor, deputy head of the department Karachay-Cherkessia Party Committee.

In December 1993 he was elected to the Federation Council of Federal Assembly of Russia of the first convocation of Karachay-Cherkessia. Was a member of the Federation Council Committee for International Affairs.
April 28, 1995 President of Russia Boris Yeltsin appointed head Khubiyev Karachay-Cherkessia Republic.
Political views, position:
The enemy of the republic in the return of Stavropol Territory. Disruption of independence Karachay-Cherkessia as the Federation, on conviction Khubiyev, may cause serious destabilization in the region.
Opposes the division of the republic on Karachaevsk and Circassian Republic, explaining his position that "the people long ago it was voted for a united republic".
In Khubiyev own words, he is opposed to the introduction of private ownership of land throughout the country, "because you can not fit a single pattern to the whole of Russia". Repeatedly emphasized that the transfer of land for personal use in Karachay-Cherkessia republic is unacceptable: "due to the lack of fertile land, there is little land suitable for grazing. If you start to divide the land, this will generate a witch-hunt among the nations, will fight. In addition, people are afraid that foreigners will buy land, and we as a laborer in these aliens
Referring to the Chechen conflict, insists on peaceful solution of the problem. Karachay-Cherkessia, according to him, ready to help Chechnya to rebuild the destruction of housing, even despite the fact that the Republic itself receives subsidies from the federal budget.
