The first act of this organization was the assassination of April 2, 1902 Minister of Interior Sipyagina. This murder was committed B., who appeared in the room of the State Council in officer's uniform, with a package addressed to Sipyagina. When Sipyagin took the packet, B. fired five shots, from which Sipyagin hour later he died.
