Born in San Salvador in 1786 or 1787, education in Guatemala. In 1811, for involvement in the attempted independence of El Salvador had been subjected to imprisonment. In 1814 participated in the conspiracy and was sentenced to five years in prison. When in 1821 The Central American countries gained independence, the Philippines refused to enter into the empire of Iturbide. Arce, appointed commander of the national army, defeated in two battles, the Guatemalan army, but was defeated by the Mexicans, and fled to the U.S..
