Born July 30, 1972.
Graduated from Moscow State Pedagogical Institute (Moscow State Pedagogical Institute), he. V. I. Lenin and his postgraduate studies at Moscow State Pedagogical Institute.
In 1993 he was elected a board member of the Liberal Patriotic Party "Rebirth" ( "Party Skurlatova").
