Managing the faction "Fair Russia" Sergey Mironov, his Deputy Oleg Nilov and Chairman of the state Duma Committee on housing policy and housing and communal services Galina Khovanskaya drafted a bill that would exempt from contributions for capital repairs of apartment owners in dwellings, which at the time of privatization required a major overhaul. The draft law "On introducing changes in article 169 of the Housing code of the Russian Federation" has been sent to the lower house of Parliament and is preparing for the discussion, telling Izvestia.
In multifamily dwellings major repairs had to pass under the program of Fund of assistance to housing reform: it was expected that 95% of the work is funded by the country and 5% owners of the premises. However, most of the buildings were never repaired, Mironov believes.
"Cupramontana pyramid of the government consists of a large number of financial absurdities and injustices. Those who do not have time in this program to participate, now forced to pay 100% for your account. How is that fair?" - declared political figure.
The head of the public reception of the regional organization "housing Control" Sergey Oleynikov believes that the owners want to confuse and force to pay for major repairs, which promised to spend the public money.
