Carter blamed Russia for the actions of Bashar al-Assad
Russia is responsible for the actions of Syrian President Bashar al-Assad and his inability so far to agree on a cease-fire in 5-year-old conflict in his country, said the U.S. Secretary of defense ash Carter.
"He could use his influence to help put an end to this civil war," Carter said in an interview in London. "They are responsible for the consequences that they could have avoided."

Expressing further skepticism of Russia, Carter said that while "We have hopes and experience shows that we are not close to that point", where Moscow will change their actions. But the Secretary said that they play a key role in the fight against ISIS and what the United States intends to "keep our commitments" for both of them. "We are working with both sides, and we are trying to remove the tension," Carter said.
