Leader Vladimir Putin at a meeting with representatives of the public in Ivanovo said the opportunity to lead the state Council.
in his vision, trying to give the Council some kind of special powers will lead to the fact that the country will develop a situation of dual power.
He noticed that the rejection of strong presidential power is bad for the situation in Russia.
"we have no stable political parties that, for example, in the European Union by centuries grew, but even there large failures in the parliamentary system.
