Born May 11, 1938 in Leningrad in a family of musicians. Enroll in the Central Asian University, he graduated from his studies in 1962 at the Faculty of the Kazakh State University, Ph.D. in Law, Associate Professor.
Five years spent investigating the Investigative Division of the Kazakh SSR Ministry of Internal Affairs, followed by a postgraduate All-Union Institute of the USSR Prosecutor.
From 1966 to 1982 he worked as research fellow All-Union Institute for Research on the causes and develop measures to prevent crime. In 1982-1985 he was. - Head of the Laboratory of the All-Union Institute of Advanced legal profession.
Since 1985, engaged in the legal profession. Director, Institute for the protection of the International Union of Lawyers. Member of the Moscow City Bar Association.
