Born March 16, 1949 in the city of Kaluga region Meshchovsk. She graduated from the Leningrad State Institute of Culture named after NK. In 1984 he became chairman of the Joint Committee of Trade Union of the State public libraries. From 1987 to present - Director of the St. Petersburg State Library for the Blind. The creative and purposeful person, a true devotee, Yevgeniya turned the library into the establishment of regional and international significance. Thanks to the energy of its director, the library became the center of the interaction of the special collections of North-West, holds the major international conferences. Board member of the St. Petersburg Library Society, Chairman of the Audit Commission Russia Library Association, member of the Standing Committee of the Section libraries for the blind IFLA (International Organization of Library Associations). Member of the Advisory Board of the Institute of the Open Society Foundation J. Soros Foundation in Russia. Honored Worker of Culture of Russia, winner of the annual prize of the Government of St. Petersburg in the field of literature, art and architecture (2001). Married.
